What Is Data Strength in Google Ads in 2026?
Data strength is Google's name for how much good first-party data you give its advertising AI: your own website tagging, customer and conversion data, offline sales, and consent signals. Google's best-practice guide calls it "a foundational pillar of modern marketing, centered on building a trusted decision engine with first-party data". On 10 September 2026 Google made it measurable, introducing a Data Strength Uplift metric in Google Ads that "calculates the additional conversions recovered by your first-party data setup to help quantify impact".
The commercial point is that data quality has stopped being a background hygiene task. Google's own framing for 2026 is that its bidding and targeting AI performs only as well as the signals it receives, and it now shows you, inside the account, how many conversions your data setup is recovering. That turns a technical conversation about tags and imports into a number a budget owner can read.
| Announced 10 September 2026 | What Google says it does | Who it matters to |
|---|---|---|
| Data Strength Uplift metric | "Calculates the additional conversions recovered by your first-party data setup" | Anyone asked to justify tagging, imports or CRM integration work |
| Data Manager in GA and DV360 | Integrates Data Manager into Google Analytics and Display & Video 360 "to help you manage and activate your first-party data across tools" | Teams running more than one Google platform |
| Enhanced conversions in GA and DV360 | Securely matches customer data "to improve ad relevance" | Advertisers already using enhanced conversions in Google Ads |
| Universal Data Manager API | Based on the IAB Tech Lab's Event and Conversions API (ECAPI) standard; "a unified, secure setup to connect, manage, and activate your audiences and measurement across major ad platforms" | Developers and agencies building data pipelines |
| Data Manager diagnostics | "Automatically identify and address data issues before they impact campaign performance" | Whoever owns data connections |
| Meridian GeoX GA | "Generally available globally in Meridian" | Analytics and MMM teams |
What Figures Did Google Report, and How Should You Read Them?
Google attached four performance figures to the announcement, each with a footnote describing the underlying data. All four are Google-reported global averages, measured by Google, over specific periods. None is a forecast for your account, and they measure different things, so they should not be added together.
| Google-reported figure | What it measures | Google's footnoted source |
|---|---|---|
| 26 percent average increase in incremental ROAS | Advertisers "who connect offline and app data to Data Manager" | "Google Data, Global, Measurement, April 2025 - April 2026. Based on Search campaigns bidding to conversion value." |
| 11 percent average increase in Search conversions | Enhanced conversions compared with standard conversion imports | "Google Internal Data, Global, Ads Log Conversion Data", 1 to 14 January 2026 |
| 14 percent average conversion uplift | Advertisers who "build their data strength with Google tag gateway" | "Google Internal Data, Global, Finance, July -Dec 2024 vs Jan-June 2025." |
| Over 20 percent uplift | The same, for Demand Gen campaigns | "Google Data, Global, Performance, June 3, 2026, - Jun 17, 2026." |
One distinction is worth noticing. The 26 percent figure is based on Search campaigns bidding to conversion value, so it describes a particular kind of campaign. And Google's original May 2025 tag gateway announcement reported a different number, "an 11% uplift in signals", which measured tag script loads rather than conversions. Quote each figure with what it actually measured, or not at all.
Which Signals Feed Data Strength in 2026?
Google's data strength best-practice guide sets out four steps: connect your data sources, maximise your signals, activate Google AI, and prove your ROI. The first two are where data strength is built, and they translate into a short list of concrete setups. Each item below is named in Google's guide or announcement.
- Sitewide tagging. "Implement the Google tag or Google Tag Manager", and "upgrade to Google Tag Gateway for advertisers to run on your own first-party website infrastructure".
- Linked Google Analytics and Google Ads accounts, including the Google Analytics for Firebase SDK for app conversions.
- Offline sources. "Connect your CRM or other offline sources to Data Manager", or use the Data Manager API "to bring together customer journeys from an online ad to an offline sale".
- Customer signals, including enhanced conversions and "passing consent signals with Consent Mode".
- Purchase and transaction signals. "Add values to your conversions to track and optimize your campaign for return on ad spend (ROAS) and profit."
What Google tag gateway actually changes
Google tag gateway lets you serve Google tags through your own website infrastructure. Google describes it as enabling you to "run your Google tags, be it client-side or server-side through your own website infrastructure, such as a content delivery network (CDN), load balancer, or web server". Google says upgrading "requires no changes to the existing tag code on your pages", and that it partnered with Cloudflare "for a one-click integration", with other CDN partners including Fastly and Google Cloud CDN planned.
What enhanced conversions sends, and how
Enhanced conversions supplements your conversion tracking by sending hashed first-party customer data, such as email addresses, to Google. Google's Help Center specifies the method: "a secure one-way hashing algorithm called SHA256". If you normalise and hash the data yourself, Google's instructions are to remove leading and trailing whitespace, convert to lowercase, format phone numbers in E.164, and remove periods before the domain in gmail.com and googlemail.com addresses, then use hex SHA256. There are two forms: enhanced conversions for web, for sales on a website, and enhanced conversions for leads, for offline sales that started as website leads.
How Does Data Manager Work in 2026?
Data Manager is the point-and-click tool in Google Ads for importing first-party data and sending it to Google destinations. Google's Help Center describes it as letting you "connect a data source once, then activate it across multiple Google destinations", for example uploading data "from BigQuery for Enhanced Conversions for Leads, then reuse the same connection to bring data into Customer Match". You reach it from the Tools icon, then Data manager.
| Concept | Google's definition |
|---|---|
| Data source | "A connected product, imported file, or third-party integration, like BigQuery and HubSpot." |
| Connection | "A data object imported from a data source, such as an individual table or file." |
| Destination | "A use case, typically a Google product or product feature, where imported data is activated, such as Customer Match." |
Two operational details matter. For connections using Amazon Redshift, HTTPS, MySQL, Oracle, PostgreSQL, SFTP or Snowflake, Google says "you must allowlist all 27 specific IPv4 CIDR" ranges across your firewalls to keep the connection stable; the list is published in the Help Center. And the diagnostics tool marks connections "Needs attention" or "Urgent", where urgent means data is not being imported, for example "if the connection was previously running but hasn't run in the last 48 hours". Google notes diagnostics are "being rolled out gradually".
For developers, the Data Manager API, introduced in December 2025 for Google Ads, Google Analytics and Display & Video 360, is now described as universal and built on the IAB Tech Lab ECAPI standard. Google publishes a mapping guide from ECAPI to its event ingestion schema; one difference it lists is that ECAPI deduplication "relies on id (event ID)" while the Data Manager API "relies on transaction_id". Teams already maintaining Google Ads API integrations should also note the Google Ads API v22 sunset on 7 October 2026.
How Does Data Strength Connect to Proving ROI in 2026?
Google's fourth step is proving ROI, and it is where the rest of this cluster fits. Better data improves what Google's AI optimises toward. Separately, you still need to know whether the media is causing sales. Google's answer is a measurement stack: attribution for day-to-day steering, experiments for causal proof, and a marketing mix model for budget allocation.
- Meridian GeoX, now generally available, runs geo experiments on any channel you can target by region and can calibrate Meridian's marketing mix model.
- AI Max reporting shows what AI-driven Search expansion is doing, with a unified journey report announced for later in 2026.
- The September 2026 Demand Gen Drop shortens conversion paths, which Google's figures suggest benefit from data strength more than most.
- Asset Studio video covers the creative side of feeding Demand Gen and YouTube campaigns.
For B2B and lead generation teams, the same logic applies with longer sales cycles. Google's 18 September 2026 Ads Decoded episode on data strength for lead generation discussed "centralizing first-party workflows with the expansion of Data Manager", "the new lead intent scoring pilot" and "training Smart Bidding on delayed sales cycles with journey-aware bidding". Our LinkedIn Conversions API guide covers the equivalent problem on LinkedIn.
Data Strength Checklist for 2026
- Tag every page with the Google tag or Google Tag Manager.
- Evaluate Google tag gateway through your CDN or web server; check whether your CDN has a one-click integration.
- Turn on enhanced conversions, for web or for leads depending on where your sales happen, and follow Google's normalisation and SHA256 rules.
- Pass consent signals with Consent Mode.
- Put values on conversions so bidding can optimise for revenue or profit, not just counts.
- Connect offline data from your CRM to Data Manager, and allowlist Google's IP ranges if your source needs it.
- Link Google Analytics and Google Ads, including Firebase for app conversions.
- Watch diagnostics for Needs attention and Urgent statuses on every connection.
- Read your Data Strength Uplift metric once it appears in your account, and track it as you add signals.
- Plan a causal test for your largest channel whose attribution you do not trust.
Sending customer data to an advertising platform, even hashed, is processing of personal data. Google's guidance covers the technical side, not your legal obligations. Indian businesses should check their consent collection and privacy notices against the Digital Personal Data Protection Act and its rules with their own counsel before connecting CRM data. Distk does not offer legal advice.
What Does Google Not Tell You About Data Strength in 2026?
- Where the Data Strength Uplift metric sits in the Google Ads interface, or how it is calculated beyond "additional conversions recovered". The announcement does not say.
- Market availability. None of the 10 September announcements states rollout by country, including India.
- How the figures vary by vertical or account size. All four are global averages.
- Whether newer accounts benefit equally. The figures describe advertisers with enough data to measure.
What Are the Common Mistakes With First-Party Data in 2026?
- Quoting Google's figures as forecasts. They are Google-reported global averages with specific scopes.
- Mixing up the two tag gateway numbers. 11 percent was a signal uplift in 2025; 14 percent is a conversion uplift reported in 2026.
- Importing conversions without values. Value-based bidding needs values.
- Hashing incorrectly. Skipping Google's normalisation rules breaks matching.
- Forgetting the firewall allowlist. Database connections can drop without the 27 IP ranges.
- Treating better data as proof of incrementality. It improves optimisation; it does not prove causation.
- Skipping the consent review. Technical setup is not legal compliance.
